This information pack is intended as a guide for Referring Agents of authorised Referral Agencies.

Introduction and Aims
ELVON Recycling Project is funded by East Lothian Council and Lottery Funding from Transforming Waste Scotland.
The Main Objective of the project is to encourage the recycling of Furniture and Household Effects to disadvantaged families or individuals.
The project aims are to supply clean, safe furniture and household effects to such disadvantaged people referred to us by authorised Referral Agencies.
A small (£5) Delivery Fee is applied to each Referral Delivered purely to help cover vehicle and fuel charges.
There are many benefits arising from our work including social, environmental and economic.
The social benefit is that we are able to improve individual and family lifestyles, help reduce poverty and offer the opportunity for Service User to access quality furniture and household effects on a free loan basis.
Also. reducing demand for landfill we go some way to assisting East Lothian Council in achieving its target of recycling 25% of all waste as directed by National Government and European Union. Economically, by reducing Landfill, we are impacting on the cost of bulky item collection and helping to reduce the occurrence of illegal fly tipping.
We also estimate that we are making significant cost savings to East Lothian Council on potential cost of collecting these items.

The Referral Process - Referral Agencies
The Referral Form
In order to ensure efficient and effective use of our very limited resources, it is imperative that authorised Referral Agencies adhere to our simple and concise Referral procedure.
Note; Post Codes are Mandatory.
Only a competent Agent of the authorised Referral Agency must complete in full all the information required on the Referral Forms. Under no circumstances should the Referral Form be completed by anyone other than the Referring Agent. Service Users must not complete Referral Forms. Service Users must Countersign the completed Referral Form in the presence of the Referring Agent.
Service Users should be given a copy of the completed Referral Form for their own reference.
Referring Agents must ensure that a full benefits check has been carried out on the Service User and if not, state the reasons for non-compliance.
Referring Agents must also indicate if their Service User has applied for a Community Care Grant or a Budgeting Loan from the Social Fund.
When completing the " Items Requested" portion of the Referral Form it is important that the Referring Agents bear in mind that our resources are not limitless. Please only request items that are essential to the service user. We endeavour to meet the needs of all Service Users as fairly as possible.
It is also essential that Referring Agents include their supportive comments- this allows us to evaluate priority Service Users and indicates to us the basis of the Referring Agents selection criteria.
Faxed Referral Forms WILL NOT be accepted - Original documents only should be posted to us on completion.
Service Users should be reminded that a Delivery Fee of £5 must be paid to the Delivery Driver prior to the items being unloaded from our van. Goods will not be delivered to unoccupied property.
Service Users should be informed that our Delivery Driver is unable to connect Washing Machines, Cookers or other Electrical apparatus. An approved Tradesman should carry out this work.
Service Users who fail to meet previously agreed delivery appointment times on two occasions will have their Referral Form returned to the originating Referral Agency marked as incomplete and undeliverable, A new Referral Form will have to be raised in such cases.
White goods
There is a severe shortage of donated safe and recyclable Washing Machines, Cookers and Fridge Freezers. This has resulted in a waiting list for such items of over three months. We are endeavouring to rectify this situation, however, in the short term we cannot guarantee the supply of these items to Service Users.
Questions & Answers
Q. How long will it take for me to receive the items I have requested on the referral Form?
A. We aim to fulfil all Referrals within one month. However, there are times when, due to lack of suitable donated goods, we are unable to complete Referrals in full.
Q. How much will it cost to deliver the furniture and household effects to my house?
A. The Delivery Fee applied to all Referrals is £5, whether for one item or five items, payable to our Driver prior to the goods being off-loaded.
Q. Due to unforeseen circumstances, I had to go out of my house and I missed the delivery appointment. When can you rearrange delivery?
A. We will make one further attempt at agreeing a suitable delivery time. If you fail to keep this appointment, unfortunately, your referral will be returned to the Referring Agency as undeliverable.
Q. I received some furniture and effects from ERP about two years ago. When can I apply for additional items?
A. The supply of donated goods is not limitless. We endeavour to ensure that furniture and effects are shared through out East Lothian. For this reason we reserve the right to refuse additional Referrals received within 18 months of the first application, accept in certain extenuating circumstances e.g. Fire, Flood etc.
